Org. Setting and Reporting

The position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Kinshasa. Kinshasa is classified as a "C" hardship duty station and a family duty station. The incumbent reports to the Deputy and the Director of PAD.



On 1 July 2010, the Security Council, by its resolution 1925 the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was established. The mission was authorized to use all necessary means to carry out its mandate relating, among other things, to the protection of civilians, humanitarian personnel and human rights defenders under imminent threat of physical violence and to support the Government of the DRC in its stabilization and peace consolidation efforts. Responsibilities

Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:



•Plans and implements the operational activities related to the work of the Political Affairs Office of the mission, i.e., peacekeeping, conflict prevention and resolution, election administration, political and governance institution-building, civil society support work, etc.; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.



•Prepares and reviews briefing notes, talking points and policy document for the Head of the Mission and other senior staff. Provides continuous guidance and advice to the head of mission, as well as other elected offices of intergovernmental bodies concerning the organization of work, status of negotiations, and conduct of business including interpretation of the rules of procedure. Responds to/prepares responses to comments, statements, and queries of parties and manages operations involving several components, including civilian, military and humanitarian operations. Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern.



•Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluatesstaff; participates in recruitment and selection of new staff and in the development of training programs. Manages, coordinates, organizes and supervises research on a variety of political issues in a region and or country or major conflict. Designs peacekeeping initiatives; advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new operations. Plans, coordinates and manages programmes, projects and activities requiring mission and/or interagency involvement and participation. Represents division/office/mission at round tables, seminars and conferences.



•Formulates the programme of work, assist with the Division result based budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section and Division; coordinates and oversees work of colleagues and unit.



•Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent degree) in political science, international relations, social sciences, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.



Work Experience



Required experience:

  • A minimum of ten years of progressively responsible experience in political affairs, international relations, law, electoral affairs, diplomacy, and conflict resolution.
  • At least two years of field experience in a conflict or post-conflict environment.
  • Experience in managing a team in a culturally diverse environment.
  • Experience in political outreach, facilitation, analysis, advice and reporting.

Desired experience:

  • Experience working in a United Nations field operation (inclusive of peacekeeping, and special political mission).
  • Work experience related to peace and security issues in the Great Lakes Region and especially in the DRC.

Languages

-English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and in French are required.
