JOB RESPONSIBILITY 1 - Lead organizational capacity strengthening of CHAMP II sub-partner(s) to manage USG assistance

The ODTTA will serve as the lead in supporting the TLO (and potentially other sub-partners) to establish sufficient and effective human resource and administrative systems to manage USG assistance in compliance with USG federal, Cameroon national, and CARE International rules and regulations.

Specific tasks will include the following:

• Support the establishment of a board of directors and key personnel at the Transition Lead Organization (TLO)
• Support the TLO to recruit and maintain qualified staff necessary for managing for results, and conducting routing reporting on program and finance
• Collaborate with TLO and relevant CHAMP II consortium staff to assess the management and organizational capacity of the TLO to deliver on PEPFAR targets and report appropriately
• Collaborate with the TLO and relevant CHAMP II consortium staff to develop an organizational capacity strengthening plan
• Provide technical support to improve organizational and program management capacity of the TLO according to the plan
• Supervise and provide strategic guidance and support to TLO management and administrative staff, ensuring professional development, clarity of roles, and accountability
• Provide coaching and professional development to TLO and relevant sub-partner staff to ensure they meet job requirements, performance standards, and results attributed to the administrative and programmatic management of sub-partners and programs
• Collaborate with the DCOPP to cultivate a culture of teamwork, with concrete mechanisms of communication, joint planning and experience sharing within and between technical and geographic teams.
• Collaborate with the DCOPP and M&E team to build the TLO capacity to upload data into PEPFAR standard reporting mechanisms and effectively use data to inform adaptive management approaches to course-correct and remain on track to meet targets

JOB RESPONSIBILITY 2 - Ensure CHAMP II sub-partner compliance with USG, GoC, and CARE rules and regulations

The ODTTA serves as the principle lead in ensuring that the TLO and other potential sub-partners comply with USG, Government of Cameroon, and CARE International rules and regulations.

Specific duties will include the following:

• Ensure all staff clearly and comprehensively understand USG rules, regulations and compliance issues, including financial monitoring and reporting, and branding across the program

• Strengthen the TLO's financial management systems and compliance in preparation to serve as a prime recipient from USAID
• Identify risks and challenges that affect staff engagement and performance, and propose and implement measures to mitigate and address them in a timely fashion.
• Support the DCOPP and M&E leads within CHAMP II and among sub-partners to conduct monthly and quarterly reporting as required
• Support the drafting of quarterly, semi-annual, and annual reports to USAID

JOB RESPONSIBILITY 3

The ODTTA will have specific roles in ensuring that the TLO and other potential sub-partners plan and work effectively with USAID, other USG agencies and partners, and the Government of Cameroon.

Specific duties will include the following:

• Develop and maintain strong relationships with relevant USG staff including the USAID Health Officer, USAID Agreement Officer Representative (AOR), the Senior Program Management Specialist, the M&E Specialist, and select staff from the Centers for Disease Control and Prevention, Peace Corps, the Department of Defense, and the Office of the Global AIDS Coordinator (OGAC)

• Collaborate with the COP, CARE Cameroun Country Director, DCOPP, and other team members to ensure effective coordination with key partners, including the Ministry of Public Health, the National AIDS Control Council, CHAMP II consortium partners, the Cameroon Baptist Convention, the HIV-Free Consortium, the Elizabeth Glazer Foundation, Catholic Relief Services, and local organizations partnered/collaborating with CHAMP II

• Support the TLO (and relevant sub-partners) to develop business strategies for sustainable programming and longevity

JOB RESPONSIBILITY 4

The ODTTA will represent CHAMP II and engage in national and international fora to learn from and share experiences in transitioning to local entities.

Specific tasks may include the following:

• Work with CHAMP II consortium team members as relevant to document, publish, and/or present on challenges and best practices in transitioning to local ownership

• Represent CHAMP II in national planning meetings and discussions, including the development of national strategic plans and policies, that include social contracting components and/or involvement of local partners in the planning, delivery, monitoring, and evaluation of relevant services

    • Master's degree in public health or health management/administration.

Experience/Technical Skills

Number of months/ years of previous professional experience in a similar position. Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.

• A minimum of 8 years of progressively-challenging experience working in public health / development management and administration • Prior experience working with US Government funded-programs. • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills. • Proven leadership skills. • Demonstrated experience recruiting, developing, and managing staff. • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. • Experience managing programmatic and financial reporting requirements. • Demonstrated strong commitment to gender equity and diversity. • Fluency in written and spoken English and French
